Odisha CM Lays Foundation For Central Vista–Style Assembly, Lok Seva Bhavan; House Strength May Rise To 200

Bhubaneswar: Odisha Chief Minister Mohan Charan Majhi on Saturday laid the foundation stone for a Central Vista–style integrated complex housing the new Odisha Legislative Assembly and Lok Seva Bhavan, a flagship infrastructure project that signals the state’s long-term administrative and legislative expansion.
Addressing the ceremony, the Chief Minister indicated that the strength of the Odisha Assembly could rise from the present 147 to nearly 200 members following the next delimitation exercise.
“The existing Assembly has 147 members today, but with population growth and future delimitation, the number may go up significantly,” Majhi said, adding that the new Assembly building is being designed to seat up to 300 legislators, keeping in mind the requirements of the next 50 to 100 years.
The new complex, to be built on 71.13 acres under an approved master plan, will bring the Assembly and Lok Seva Bhavan—home to ministers and their secretariat—within a single integrated campus, enabling closer coordination and more efficient governance. The architectural concept follows a Central Vista–type framework, aimed at modernising the state’s core governance infrastructure.
Majhi said the project was conceived to address future population growth, enhanced democratic representation and the expanding scale of government administration.
“This integrated structure will strengthen service delivery and administrative efficiency,” he noted.
Works minister Prithviraj Harichandan said the project was a long-cherished vision of the Chief Minister, underscoring the need for a modern administrative complex as the number of government departments and employees has steadily increased over the years. He reiterated that the new Assembly would have the capacity to seat 300 MLAs.

Once completed, the complex is expected to emerge as a key institutional landmark, reflecting Odisha’s administrative ambitions in line with its future political and demographic trajectory.
