Modi, Ministers Review Schemes, Plan Fresh Reforms
The Prime Minister has previously told ministers that addressing people’s problems and improving ease of living should be central to the government’s work.
New Delhi:A two-day Chintan Shivir of the Union council of ministers began on Wednesday, with Prime Minister Narendra Modi chairing discussions on work under way across ministries, future plans and the next round of reforms.
Sources said the brainstorming session would review welfare schemes and infrastructure projects, improve coordination between ministries and help shape the government’s future agenda. A further review exercise is expected next week.
“The ‘Chintan Shivir’ being held on Wednesday and Thursday will identify the next set of ideas, reforms and priorities towards a ‘Viksit Bharat@2047’,” the sources said.
Work on the Viksit Bharat vision began in 2021, when 10 sectoral groups of secretaries were formed to prepare a roadmap for 2047, covering short- and long-term goals. The exercise also involved consultations with stakeholders.
“Since then, there have been eight presentations and discussions before the council of ministers on different aspects of ‘Viksit Bharat@2047’. The present ‘Chintan Shivir’ takes this process forward,” the sources said.
The conclave brings together work by the groups of secretaries, ministries and departments, the Cabinet Secretariat and NITI Aayog. Its agenda includes reforms, ease of living, reducing compliance requirements, implementation of government schemes, time management, coordination between ministries and public service delivery.
Around six groups of eight ministers each were formed to discuss time-bound implementation of programmes and other governance issues. “These groups have already held a number of meetings where they discussed the presentations to be made at the conclave. Some ministers are mandated to make presentations on policies and measures undertaken by their respective ministries to advance reforms in various sectors,” the sources said.

A similar exercise was held on October 21, 2021, with discussions focused on governance and policymaking. Ministers have since been asked to maintain live dashboards of their ministries’ activities, review progress and seek feedback and ideas from staff. Earlier this month, the Prime Minister asked ministers to make ministry and department websites more user-friendly.
