Parliament Proceedings Disrupted For 5th Day
As the protests continued, the Speaker adjourned the proceedings within five minutes till 2 pm.

New Delhi: Proceedings in both Houses of Parliament were adjourned for the fifth consecutive day on Friday as Opposition parties persisted with their protest against the ongoing Special Intensive Revision (SIR) of electoral rolls in poll-bound Bihar, effectively washing out the first week of the Monsoon Session with no substantial legislative business transacted.
After repeated disruptions, Lok Sabha Speaker Om Birla convened a meeting of floor leaders to try to break the deadlock. Parliament is scheduled to discuss Operation Sindoor, one of the Opposition bloc’s key demands—next week in both Houses, but the government, sources said, is unwilling to take up the SIR issue, on which the Opposition remains adamant. According to sources, defence minister Rajnath Singh will initiate the discussion on Operation Sindoor in the Lok Sabha on Monday, with Prime Minister Narendra Modi likely to intervene.
Parliamentary affairs minister Kiren Rijiju, meanwhile, clarified that impeachment proceedings against Justice Yashwant Varma will begin in the Lok Sabha. Earlier in the day, several MPs of the I.N.D.I.A. bloc, including Congress president and Leader of the Opposition in the Rajya Sabha Mallikarjun Kharge and Leader of the Opposition in the Lok Sabha Rahul Gandhi, staged an unusual protest in the Parliament House complex against the voter roll revision in Bihar by tearing posters bearing “SIR” and dumping them into a “disposal bin.”
When the Lok Sabha reconvened at 2 pm after a morning adjournment, BJP MP Jagdambika Pal, who was in the Chair, rebuked Opposition MPs for repeated disruptions despite the government’s assurance that it was ready to respond on all issues, saying no one benefits from the ruckus and that adjourning the House is a matter of concern, not achievement. As Opposition members stormed the Well demanding a discussion on the SIR, Law Minister Arjun Ram Meghwal urged the House to take up “The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024,” calling it an important measure for Scheduled Tribes and questioning whether the Opposition was against STs. Pal reiterated that the government was ready for discussions on all issues and that the Speaker had taken the initiative, but, with protests continuing, he adjourned the House for the day. Earlier, when the House met in the morning, Opposition MPs attempted to raise the SIR issue, prompting Speaker Om Birla to ask them to allow Question Hour to proceed and to register disagreements within democratic traditions; he also said sloganeering and placards were inappropriate and offered to facilitate talks between the government and the Opposition. During Zero Hour in the morning, Deputy Chairman Harivansh said he had received 28 notices under Rule 267 seeking discussions on issues including SIR, alleged discrimination against Bengali migrant workers in other states, the absence of an elected government in Manipur, and the India–UK Free Trade Agreement, but he declined all the adjournment notices and called BJP MP Ghanshyam Tiwari for his Zero Hour mention, triggering Opposition protests and an adjournment till noon. Four newly elected MPs from Tamil Nadu, actor-turned-politician Kamal Haasan (MNM), and Rajathi, S. R. Sivalingam, and P. Wilson (all DMK), took oath as members of the Upper House.
