Ladakh Begins Operationalising Its Newly Formed Districts

The Committee’s constitution comes after the Lt. Governor’s approval of the notification of the districts—Changthang, Nubra, Sham, Zanskar and Drass—on April 27.

 Srinagar: Following the creation of five new districts in Ladakh, Lieutenant Governor Vinai Kumar Saxena has approved the formation of a Union Territory‑Level Committee tasked with ensuring the smooth and efficient operationalisation of these administrative units.

A statement issued in Leh on Monday said that the Committee will examine and recommend measures for establishing key district‑level offices and addressing administrative, financial and logistical requirements arising from the creation of the new districts.

The Committee’s constitution comes after the Lt. Governor’s approval of the notification of the districts—Changthang, Nubra, Sham, Zanskar and Drass—on April 27. This marks a major step toward strengthening grassroots governance and improving administrative reach across Ladakh’s remote and underserved regions, the statement said.

Entrusted with wide‑ranging responsibilities, the Committee will review and propose the reorganisation of subdivisions, tehsils, niabats, girdawar/qanungo circles and patwar halqas to align with the newly notified territorial boundaries. This restructuring aims to ensure a seamless administrative transition and establish a robust governance framework in the new districts, it said.

Emphasising the purpose behind the reorganisation, the Lt. Governor noted that the creation of new districts is intended to decentralise governance and bring services closer to people living in far‑flung areas. He stressed that operationalisation must be structured, transparent and time‑bound to ensure that the benefits of the new administrative setup reach citizens effectively.

The Committee has also been directed to recommend the redistribution and redeployment of staff, records, assets, infrastructure and other resources between existing and new districts. It will assess the need for creating, upgrading or reallocating posts across revenue, development and other essential administrative cadres to support efficient functioning.

Chaired by the Divisional Commissioner/Secretary, Revenue Department, the Committee includes the Secretary, Rural Development & Panchayati Raj Department, as Member‑Convenor, along with the Secretary, General Administration Department, and the Deputy Commissioners of Leh and Kargil as members.

"This development is expected to significantly enhance administrative outreach, strengthen service delivery, accelerate grievance redressal and enable more focused developmental planning across Ladakh’s remote regions,” an official spokesperson said in Leh.
