Thiruvananthapuram: Even as state police chief Loknath Behera was reportedly studying the implications of  CPM state secretary Kodiyeri Balakrishnan’s  controversial Payyannur spech, sources said that the chances for registering a case was  bleak. According to police sources, in the wake of petitions filed by KPCC president V.M. Sudheeran and BJP leader P.K. Krishnadas seeking action against Kodiyeri, the  police chief was scrutinising the speech.

He would also seek legal opinion from the advocate-general or director-general of prosecution and based on the legal opinion, a decision would be taken. Meanwhile, sources said that the police may try to conclude that Kodiyeri did not make a direct call for retaliation, but his statements could be interpreted only as a nuanced one.

It may be recalled that in the recent past cases were registered against SNDP Yogam general secretary Vellapally Natesan for a hate speech and against Congress leader K. Sudhakaran in connection with an election speech. CPM leader M.V. Jayarajan was even convicted for a speech against the judiciary.
