Norka, headed by CM Pinarayi Vijayan, worst in file movement

The file movement record was taken from all departments for December and January.

THIRUVANANTHAPURAM: The assessment carried out by General Administration Department about the file movement in secretariat had revealed that the performance of majority of the department was dismal. The NORKA department headed by chief minister Pinarayi Vijayan is one of the worst performers. In January the department could dispose of only 3 per cent of files. The file movement record was taken from all departments for December and January.

Among the other bad performers are the following departments’ - fisheries, parliamentary affairs, forest revenue, fisheries and culture. The departments which have performed extremely well include minority affairs and labour. There are department which may have not done exceedingly well but have made efforts to expedite file movement.  The file movement in SC affairs department and food and civil supplies departments has picked up significantly.

The file movement was analysed in the wake of grave allegations that the secretariat work had been seriously affected because of the employees’ non cooperation movement on the issue of formation of Kerala Administrative Service (KAS). Chief Secretary S.M. Vijayanand had convened a high level meeting of department heads here the other day to discuss file movement in secretariat. The report compiled by different departments will be analysed in detail at the earliest. The chief minister had on Monday informed the LDF state committee meeting that he had sought the report card of departments from the ministers. The government decision was part of the initiative to streamline the state administration.
