HYDERABAD: Finance minister T. Harish Rao said on Thursday that the Constitution does not mandate a state government to invite the Governor for the inauguration of Secretariat, but remained silent on the issue of whether it had indeed invited Governor Tamilsai Soundararajan for the April 27 event.

Energy minister G. Jagadish Reddy had claimed that the government had invited the Governor who had skipped the function, which Raj Bhavan strongly refuted.
In an informal interaction with mediapersons at the BRS Legislature Party (BRSLP) office here, Harish Rao asked, Did Prime Minister Narendra Modi invite the President for the ground-breaking ceremony for the new Parliament? Did Modi invite the President for the flagging of Vande Bharat trains?”

He added: “We have the utmost respect for the woman Governor. But she is working against the interests of Telangana." He said she had kept Bills pending on “flimsy reasons.”

Listing out the Bills, Harish Rao said the Governor's responsibility was to ensure that whether the Bills complied with the provisions in the Constitution. "If there are any cases pending in the Supreme Court on these issues, the Governor can hold back the Bills. Are there any such issues in these Bills, he asked.
