Rebuild Kerala plan to skip red tape, bureaucratic blocks

Thiruvananthapuram: Chief Minister Pinarayi Vijayan said on Thursday that the government would set up a transparent mechanism to avoid red-tapism and bureaucratic hurdles in the Rebuild Kerala Initia-tive (RKI), a visionary plan launched by the government for the long-term development of the state after the floods.

Development ideas will be received through the RKI, he told reporters here. A series of development seminars will be held across different sectors to gather ideas and suggestions besides Hackathons. Project proposals and suggestions will be taken from NRKs, he said.

The rebuilding plan has been divided into the following sectors: reconstruction of  local bodies roads, rebuilding of houses, restoration of means of livelihood, maintenance and reconstruction of PWD roads and bridges and maintenance and reconstruction of public buildings.

Mega projects include comprehensive development of Kochi, model projects for underlining the future of development in 14 districts, infrastructure development in Thiruvananthauram and Kozhikode, and comprehensive rehabilitation and development projects for the marginalised sections, including adivasis and coastal villages.

Development seminars will be organised at zonal and local levels to discuss the projects.

Various departments and agencies will work in coordination for two or three years for multi-sector tasks. The RKI will be  implemented through an institutional mechanism under the close supervision and monitoring of the cabinet. Special cabinet meetings will be held at regular intervals to evaluate the progress of the projects.

An advisory committee headed by the chief minister and comprising Opposition Leader, ministers, top officials, representatives from industry and other sectors  will guide the RKI.

A high-level empowered committee headed by the chief secretary and comprising department secretaries will be formed. The responsibility for implementing RKI is with the executive committee. A senior department secretary  nominated by the government will be the  CEO of the executive committee.

The day-to-day functioning of RKI will be monitored by the implementation committee. A special secretariat will start functioning for the RKI.

Department level committees will be formed for public works for roads, buildings, water sources, water distribution, irrigation, labour and agriculture. The department secretaries concerned will act as chairpersons, he said.
