Chennai: “The Tamil Nadu government is quite advanced in implementing e-governance and has been using digital technology for delivery or services. Under the National E-Governance Plan (NeGP 2.0), there are currently 44 mission mode projects at the national level out of which most of them are being implemented in Tamil Nadu,” Rajendra Kumar, chairman and managing director, Electronics Corporation of Tamil Nadu Limited (Elcot) told Deccan Chronicle.

He further added that some of the important initiatives include digitizing land records to make them available online and e-district that caters all the district level services online.

Two factors that NeGP has always hinged include capacity building within the government and spreading awareness among the government. However, the former still remains one of the major drawbacks. Digital literacy and involvement of all stakeholders including industry are other challenging factors.

Rajendra said the government is using SMAC stack- Social Media, Mobile, Analytics and Cloud. “Mobile seva platform is delivering over 70 crore transactions everymonth and MyGov.in platform is being used effectively to interact with citizens and national cloud platform ‘MeghRaj’ is already operational,” he said.

Birth certificates, land records, income certificate and all such activities for which people had to go to government offices for automated and now he said, Big Data and Analytics can be used to analyze patterns in demand for public services and tailor delivery mechanisms accordingly or design new services.

An official of Elcot seeking anonymity said that the government is currently working on implementing IFHRNS, which would automate all the financial transactions of government. This move is aimed at bringing in more transparency and reducing corruption and subjectivity.
