Tamil Nadu scores high in Niti Aayog India Innovative Index

Telangana and Haryana also made it to the top five under the major states category.

Chennai: Tamil Nadu has scored high in the Niti Aayog India Innovation Index 2019 report released along with Institute for Competitiveness (IFC). While Karnataka finished at the first spot with a score of 35.65 among major states, Tamil Nadu (32.98) came second followed by Maharashtra at the third place.

Telangana and Haryana also made it to the top five under the major states category. Delhi and Sikkim topped the list among Union Territories and hilly states respectively.

The report was aimed at examining the innovation capabilities and performance of Indian states based on their index score. Through this, the committee also aims to recognize and shortlist the opportunities and challenges for innovation, which in turn will play crucial in the formulation of governmental policies to foster innovation.

For this, 29 states and seven union territories were bifurcated into three categories- major states, north-east and hill states, and union territories/city-states /small states.

The index took into consideration two dimensions- Enablers and performance and the states were ranked by calculating the average scores of these two dimensions. The enablers are the factors that stimulate innovative capacities, categorized into five groups- Human Capital,  Investment,  Knowledge Workers, Business Environment, and Safety and Legal Environment. The Performance dimension captures benefits that a nation derives from the inputs and is divided into Knowledge Output (in the form of the number of patents filed from that state, number of scientific articles published etc.) and Knowledge Diffusion(volume of information technology experts from the state)

Overall, Delhi topped the India Innovation Index with a score of 42.98, while Jharkhand came last with a score of 6.20.
