Osmania University graduates can get Andhra Pradesh seats

Hyderabad: The spotlight is on the upcoming AP Eamcet counselling and future recruitment tests of APPSC given the new nativity order issued by the President for people migrating from Andhra Pradesh to Telangana before June, 2017.
Government employees of a few departments will be moving to Amaravati in phases, from June 27.

Against this backdrop, a demand was raised to extend local status rule to their children, who wrote the AP Eamcet in Hyderabad. In normal circumstances they would have been regarded as non-local candidates if they apply for any college in Andhra Pradesh. The nativity rule has changed the scenario.

Engineering and medical aspirants, who shift to the residuary state from Telangana, will be regarded as local candidates as and when the rule comes into effect. Although, the implementation of the rule might take some time since guidelines are yet to be issued, employees are demanding it be made applicable to this year’s Eamcet.

Allotment of seats for engineering colleges is set to be completed in a week to 10 days. With no guidelines in place yet, the nativity factor may not enter the equation. Nativity is likely to be a big issue at the time of medical counselling, which will only be taken up after announcement of results of the July 24 Neet-2. Government sources indicate that guidelines for nativity will be issued by that time.

“Although there are a limited number of medical seats, we will ensure that the local factor does not affect chances of candidates from 13 districts. If the government gives specific directions, OU region candidates fulfilling all eligible criteria will be treated as locals and given admission,” an official from higher education department said.

Nativity factor will also come into play when APPSC conducts job recruitments in the near future. The APPSC would go by government directions as far as recruitment is concerned, said chairman P. Uday Bhaskar. “If the government gives local status to eligible candidates then the commission will consider it at the time of job recruitments,” he said.

Nativity rule to cover all
With the government yet to issue guidelines on the nativity rule, confusion persists as to who will benefit. Some sections feel that this decision was taken keeping in mind the over 10,000 government employees, who will be shifting to AP. The reality is entirely the opposite.

All eligible individuals, be it government employee or private or self-employed, can stake claim for this new facility provided they shift to Andhra Pradesh in the next year. They must fulfil the criteria to be specified in government guidelines.
There was no mention of the term ‘government employee’ in the Gazette Notification issued by President Pranab Mukherjee on the nativity issue.
