CAT fines Puducherry tourism secretary, director Rs 10,000

Chennai: The Madras Bench of Central Administrative Tribunal has slapped a fine of Rs 10,000 on the secretary and the director, tourism department, Puducherry, for not obeying its earlier order and Madras high court, which directed the department to provide promotion to a senior officer. The CAT in its order had directed the tourism department to provide promotion as assistant director to D. Lakshmanan of Bahourpet with effect from 2010. In the petition, Lakshmanan stated that S. Subramanian entered into service at tourism department in 1984 by falsely representing himself as scheduled tribe and was occupying the post as assistant director, Lakshmanan was not considered for the post.

Disposing of his petition, the tribunal had ordered the department to promote him as assistant director with effect from 2010. Meanwhile, Lakshmanan also challenged the ST status accorded to Subramanian. The Madras HC directed him to give representation to the department. Despite several representations, there was no action.

In its reply, the department stated that one AD post was held by K Dhakshinamurthy at tourism department branch, Karaikal, and another by Subramanian. Hence, Lakshmanan was not promoted.
