Kapu case: Manjunatha panel report to take time

Kakinada: The report of Justice Manjunatha Commission, constituted by the government, to go into the issue of the inclusion of the Kapus in the BC Reservations list is likely to be delayed by more than six months since the caste-wise data has not yet been put together.

Chief Minister N. Chandrababu Naidu had promised the Kapu community at the time of the elections about their inclusion in the BC reservation list. After receiving Kapu leader Mudragada Padmanabham’s letter, the state government constituted the Justice Manjunatha Commission to study the socio-economic conditions of the people in all sections for providing reservations to them. However, the state government had no official information on the socio economic conditions of the upper castes, including the Kapus, for submitting to the Commission.

The state government recently took up the ‘Sm-art Pulse Survey’ (SPS) programme when the survey teams were gathering information, including caste-wise data, from the people of the state.

According to the government’s schedule, the survey should be completed by August 15. But due to several reasons, such as non-functioning of ta-bs meant for the survey and deployment of personnel for Krishna Push-karalu duties, the survey has not been completed yet. Besides, the officials of Tirupati, Kakinada and Visakhapatnam civic bodies are busy now, pr-eparing election data for conducting the elections.

According to officials, the SPS teams completed the data of nearly 2.5 crore people out of AP’s population of 6 crore. “It will take another two or three months for completion of the SPS data and submission of the full details to the governme-nt. After submitting the report to the Manjunatha Commission, it will get the process going,” said a senior TD leader.

The deputy chief minister and also Home minister Nimmakayala China Rajappa said the survey was being expedited and after submitting the report, the commission would tour the 13 districts for the inclusion of Kapus in the BC list. He said that this was an ongoing issue and the people of Kapu community should understand and cooperate with the government.

Kapunadu leader Mudragada Padmanabham sa-id Chief Minister N. Chandrababu Naidu was not a trustworthy leader as he tended to forget his promises, and later, cheated people by not fulfilling them.
