Hyderabad: Telangana is targeting a growth rate of 15 per cent in 2016-17 to emerge as the Number 1 state in the country, said Governor E.S.L. Narasimhan during his address to the joint session of the Legislature on Thursday.

Perhaps for the first time in recent years, there was no interruption during the Governor's speech contrary to earlier instances of Opposition members creating a ruckus by standing on the benches raising slogans against the government, tearing speech copies and throwing them at the Chair.

The recent decision by the Assembly Ethics Committee to suspend members who obstruct the Governor's speech for a year seemed to have had an impact as the members remained in their seats throughout the speech.

The Governor said that there had been a substantial reduction – 14 per cent – in the overall crime rate in Hyderabad, which was emerging as a safe and smart city. He added that the economy was expected to grow at 11.7 per cent in 2015-16 as against the projected national growth rate of 8.6 per cent.

“Telangana's GSDP is estimated to be Rs 5.83 lakh crore in 2015-16 at present prices. Although the agriculture and allied activities are likely to register a meagre growth of 0.8 per cent due to adverse seasonal conditions, industries and manufacturing sectors are likely to grow at 8.3 per cent and services sector at 14.9 per cent over the previous year. The per capita income is likely to increase to Rs 1,43,023 from Rs 1,29,182 in 2014-15, compared to the national per capita income of Rs 93,231,” Mr Narasimhan said.

Referring to the Water Grid project, the Governor said 6,100 villages and 12 municipalities were targeted to be given treated water by December this year.

Noting that the IT sector contributed substantially to the state GSDP and to employment, he said the state had recorded huge exports of Rs 68,258 crore through 1300 IT units, including 500 global companies.

Observing that the government was giving high priority to the maintenance of law and order, he said it had been decided to install one lakh CCTV cameras in Hyderabad.
