Mr Dependent needed as Naidu aims to reform party

Vijayawada: The Chief Minister is scouting for a Mr Dependable in the Cabinet. The proposed Padayatra of YSRC chief Y.S. Jagan Mohan Reddy and the approaching election year have been prompting Mr Naidu to spend much of his time on party affairs.

He is not finding enough time to spend on Cabinet affairs and administration. In the anticipated reshuffle, party general secretary Anam Ramnarayan Reddy is likely to be inducted, and  be given a key portfolio, party sources said. There are indications that Mr Yanamala Ramakrishnudu will be sent to Rajya Sabha and Mr Anam Ramnarayan will be accommodated in the AP Legislative Council for the remaining one year period of Mr Yanamala. Mr Anam's responsibility includes handling Cabinet coordination, apart from taking care of the party state office affairs, sources said.

Coming to the party affairs at the State office, there have been a lot of complaints about the reception at party’s Guntur headquarters by several cadres and leaders. The party administration needs to set right, sources close to the CM said, added that Mr Naidu has chosen Mr Ramnara-yan Reddy to address the issue at party headquarters at Guntur. 

“The leader wants to send a message that the party is not confined to a section of cadres. Mr Ramnarayan Reddy has now to streamline its office affairs at Guntur,” a senior TD leader from Guntur said.

Coming to the second point, of the 26 Cabinet ministers, except some like Mr Yanamala Ramakrishnudu, Mr K.E. Krishna Murthy, Mr Nara Lokesh and Mr Somireddy Chandramihan Reddy, most have no regular interactions with secretaries and things happen without their knowledge.

In the young generation ministers, Mr Lokesh is constantly reviewing department progress and  upgrading his administrative skills. “Mr Lokesh is confined to his portfolios and trying to deliver the best,” said a senior minister and observed that several ministers are not able to get updates about the happenings in their ministries. The minister for MA&UD Dr P. Narayna’s working style is like a teacher. He is more interested in sharing his knowledge than listening to his secretaries and Dr Kamineni Sreenivas is more interested in disseminating the things to media, than required, a senior bureaucrat said.

Under these circumstances, Mr Ramnarayan Reddy’s presence is required in the Cabinet, a senior minister said, adding that he would be given the task of coordinating the Cabinet and Government affairs.

Ministries to be awarded grades

The Chief Minister is evaluating the performance of all ministries. 
Basing on the reports prepared by the Principal Secretaries and special chief secretaries of the respective ministries, CM will award ratings to the ministers.
Once he is back from US tour, ratings will be given and reshuffle done accordingly. The CM is unhappy with the performance of some ministers handling key portfolios.
