Why Pongal restricted holiday?

Chennai: Central Government Employees and Workers in Tamil Nadu are up in arms against Pongal being converted into a restricted holiday. It seems to be a mistake by the state committee here, which removed Pongal from the list of three compulsory holidays on restricted list for the state since the festival falls on a second Saturday.
