While most colleges and universities have banned ragging in their institutions, it may perhaps not be possible to 'ban' school bullies because they are too young to even understand the 'ban'.

Hyderabad: The KPHB police on Thursday served notices to two students, A. Nirbhay and Sai Surya Teja, against whom a complaint was filed for ragging by first-year student M. Raghavendra on Wednesday.

The two students are studying at JNTU-Hyderabad. Registrar Dr N. Yadaiah said the JNTU had barred them from attending classes for one year and suspended them from hostels and he said the university was awaiting the police report. The university's anti-ragging committee will also be inquiring into the details.
