CRPF Promotes 267 Officers After SC Order

Central Reserve Police Force (CRPF) has promoted 267 Assistant Commandants to the rank of Deputy Commandant following a recent Supreme Court order vacating a stay on promotions.

NEW DELHI: The Central Reserve Police Force (CRPF) has promoted 267 Assistant Commandants to the rank of Deputy Commandant following a recent Supreme Court order vacating a stay on promotions.

The promotions, notified on June 25, come after prolonged litigation over seniority and vacancies, with many officers receiving their first career advancement after a delay of 14-15 years against the stipulated six to seven years.
The CRPF described the development as a “significant milestone” in a social media post.
The dispute, which reached the Supreme Court, arose from competing claims of seniority among directly appointed gazetted officers, those recruited through limited departmental competitive examinations, and promotees from subordinate ranks.
“For many officers, the correction comes nearly four years late. Those lost years cannot be recovered. Delayed promotions impact career progression, pay, future empanelment opportunities, postings, and ultimately the morale of dedicated officers who have spent years serving in difficult operational environments,” a senior official said.
Officials said service-related litigation remained a recurring issue in the force, with over 5,000 cases pending across courts on matters including seniority, promotions, pensions and disciplinary action.
They attributed stagnation in cadre progression to the absence of a clear cadre management framework across paramilitary forces under the Union home ministry, and noted that a cadre review had not been conducted despite a 2021 Supreme Court direction.
The promotion process had remained stalled due to judicial proceedings linked to seniority disputes, which began with litigation in the Delhi High Court before reaching the apex court.
Following the Supreme Court’s April 16 order vacating the stay, approvals for the promotions were granted.
During the period of the stay, several personnel retired without receiving due promotional and financial benefits, affecting their pay fixation, seniority and retirement entitlements, officials said.
The court’s decision enabled restoration of promotions and grant of consequential financial and administrative benefits to affected personnel.
“The competent authority has also permitted above officers to take over the charge as Dy Comdt at their present place of posting due to operational /adm constraints. Posting of above officers will be decided later on. The promotion is subject to further orders, which may be passed by the Supreme Court…” according to official orders.
The CRPF, with a strength of about 3.25 lakh personnel, is deployed in internal security duties including operations in Left Wing Extremism-affected areas, the North East and Jammu and Kashmir.
