Constitution of National Social Security Board for Gig Workers Notified
The boards will design, monitor, and recommend targeted welfare schemes to bridge the social security gap for millions of gig & platform workers alongside traditional unorganised workers
Chennai: The Ministry of Labour and Employment has notified the official constitution of the National Social Security Board for unorganised workers and gig and platform workers. This marks the beginning of integrating digital gig and platform workers into India's formal welfare architecture.
The boards will design, monitor, and recommend targeted welfare schemes to bridge the social security gap for millions of gig & platform workers alongside traditional unorganised workers.
They will be presided over by the Union Minister for Labour and Employment and comprise representatives from Central and State Governments, prominent aggregator companies, employers, civil society organizations, workers' unions and gig & platform Associations and meet thrice a year, the government said in a notification.
They will recommend to the Central Government for framing suitable schemes, advise on matters arising out of the administration of Social Security Code, monitor social welfare schemes, review the record keeping functions performed at the state level, review the expenditure from the fund and account and undertake other functions as are assigned to it by the Central Government from time to time.
“We hope that the Board will move towards quickly ensuring comprehensive social protection for all platform workers,” said Dharmendra Kumar, founder of Jan Pahal.
“However, the revenue model of the board is still inadequate and the government needs to fund, in addition to what the board is able to generate through employers and workers,” he added.
Gig workers are still not recognised as workers under three of India's four labour codes—the Industrial Relations Code, the Occupational Safety, Health and Working Conditions Code, and the Wage Code. As a result, they remain outside the legal framework governing wages, working conditions and industrial relations. The Social Security Code, 2020 is the only labour law that recognises gig workers. With the constitution of the Boards, workers may get their promised health insurance and other social security measures.
