Among scooters, penetration has jumped from 16.8% to 24.1%. Electric scooters have grown at 54% CAGR between FY22 and FY26, over three times faster than petrol scooters. This growth has held through policy shifts, including the transition away from FAME and the GST reforms
Chennai: As 1.8 lakh Indians are buying their first electric two-wheeler every month, the share of electric vehicles among two-wheeler sales has doubled in three years despite policy shifts, finds BCG Consulting.
Electric two-wheelers account for 9.9% of all two-wheeler sales in FY27 so far (April–August 2026), up from 5.5% in FY24. Every month, about 1.8 lakh Indians are buying their first electric two-wheeler. Nearly 1 in 4 scooters sold in the country today are electric, and almost half of all two-wheeler buyers are now actively considering going electric, against one in three just two years ago.
Among scooters, penetration has jumped from 16.8% to 24.1%. Electric scooters have grown at 54% CAGR between FY22 and FY26, over three times faster than petrol scooters. This growth has held through policy shifts, including the transition away from FAME and the GST reforms. The FAME II scheme was replaced by the PM E-Drive scheme in 2024. The new scheme excluded electric cars and included e-ambulances, e-trucks and e-buses.
Two entirely new consumer segments have emerged in just two years. The first is full-time quick commerce and food delivery riders, who have grown alongside a quick commerce market that surged from about $0.75 billion in 2022 to about $8 billion in 2025. The second is non-metro Gen Z riders who seek stylish and tough two-wheelers for long commutes and rough roads. While the delivery riders have embraced E2Ws, the Gen Z group is still on the fence, with rough-road capability emerging as a key barrier.
Owners rate e-two wheelers well on low running and maintenance cost, comfort, aesthetics, maneuverability, storage and digital features. The gaps that remain are rough-road capability, city-to-highway capability, and longevity.
