Cops’ names pop up in Sivagangai rape

On October 5, the first bench ordered police to file a status report in a sealed cover today

Chennai: In a shocking exposure, an advocate informed the Madras high court on Tuesday that five senior IPS officers were involved in gang rape of a 17-year old minor girl in Sivagangai district.

Advocate T. Vincent, general secretary, People’s Crusade Against Corruption (PECAC), Kodungaiyur, said this in an affidavit filed before the First bench of Chief Justice Sanjay Kishan Kaul and Justice Pushpa Sathyanarayana on Tuesday. In a PIL, the petitioner had sought a CBI probe into the alleged incident.

In a complaint, her aunt had named the girl’s father, brother, relatives, neighbours, police and public servants as the accused.

Vincent's affidavit states: "It has come to notice that two police personnel, the then inspector, now working at the IG office, South Zone, and the then SI, now working in Sivagangai town police, were kingpins in the network. The crime started in 2008 on a minor scale with the help of the duo, enlarged on a massive scale to satisfy the pedophilic desire of senior officers and financial greed of the victim's family members. He accused several police officers including senior IPS officers of being involved in the offence.

On October 5, the first bench ordered police to file a status report in a sealed cover today. The court also directed the investigating officer to be present.  Meanwhile, the case was transferred to CB-CID police.

When the matter came up, petitioner's counsel G. Krishnamurthy filed an additional affidavit stating that several senior police officials committed the offence. He submitted that investigation officer had collected evidence from the victim. The victim was shown a number of photos of senior police officers and she identified three top police officers (name withheld). Learning this, a top officer alerted an officer named by the girl and there was reportedly pressure on CB-CID to halt investigation.

Krishnamurthy said soon after identification, the authorities had transferred the case to CB-CID. Instead of expediting investigation, CB-CID had been involved in protecting officials. Hence, he sought a CBI probe.

Investigation officer, Radhika, inspector, All Women Police Station, Sivagangai, submitted a status report in a sealed cover. Meanwhile, CB-CID arrested a few persons. GP stated that the final report is expected to be filed in two months.
