The jumbo ‘tax-free Budget’ estimated a revenue surplus of Rs 531 crore

Hyderabad: The TS government on Wednesday presented its first full-fledged Budget to the Legislative Assembly with a total outlay of Rs 1.15 lakh crore with prime focus on welfare of weaker sections, development of industries, agriculture and employment generation.

The jumbo “tax-free Budget” estimated a revenue surplus of Rs 531 crore, fiscal deficit of Rs 16,968 crore — which is 3.49 per cent of the GSDP — a plan expenditure of Rs 52,383 crore and non-plan expenditure of Rs 63,306 crore.

Last year’s maiden Budget for the 10-month period (June 2014 to March 2015), which had been presented to the Legislature in November 2014, was also a Rs 1 lakh crore budget, but the government could hardly spend 60 per cent of it due to “time constraints”.

Finance minister Etela Rajender, again opted for a Rs 1 lakh crore Budget by not announcing new schemes but laid stress on consolidation of existing ones.
