Madras High Court: CB-CID will probe kidnap, rape of minor
Chennai: The Madras high court on Tuesday ordered a CB-CID probe into the kidnap and rape of a 15-year-old girl in the city, who is five months pregnant now. Passing interim orders on a petition from the Child Welfare Committee, a Division Bench comprising Justices R. Sudhakar and P. N. Prakash said, “Taking note of the gravity of the offence and the effective steps taken by CB-CID, Anti Trafficking Cell, in securing the victim girl and the number of persons involved in abusing the child after she was kidnapped from the home, we feel it is a fit case to be transferred to CB CID to investigate the crime.”
The court said, “The member, Child Welfare Committee, will take up the case of the victim girl including the possibility of termination of pregnancy after getting advice from the competent medical board and proceed as per law. The Superintendent, Kellys Home, Chennai, is directed to render utmost cooperation to the CWC for implementing the court orders and be present before this court on January 19. “
The bench said it was reported that the child had been sexually abused after being kidnapped from the Madras Christian Council of Social Service (MCCSS) Home. It appears that the child was ill-treated by a woman and forced into commercial sex exploitation by several persons to be identified by the victim. It was now reported by Peravallur Inspector that medical report confirmed that the child was sexually abused and raped by unknown persons at the instigation of the commercial sex worker, which had to be seriously investigated on the basis of the complaint lodged on July 22, 2015, the Bench added and transferred the case to CB CID. The Bench said, Lalvena, Director of Social Defence, should appear before the court on January 19.
