Hyderabad: In a major setback to the AP government, the Vijay Kelkar committee appointed by the Centre to study the system of issuing tenders has opposed the Swiss Challenge method.
The AP government will select the development partner for Amaravati through the Swiss challenge method.
The Vijay Kelkar committee, in its report submitted to the Centre on Monday, said: “Unsolicited proposals (Swiss challenge) may be actively discouraged as they bring information asymmetries in the process and result in lack of transparency and fair and equal treatment of potential bidders."
The committee supported the public private partnership system, but made some recommendations to revitalise it. Several senior AP officers are known to have opposed the Swiss challenge. AP infrastructure department principal secretary Ajay Jain had reportedly made critical comments on a file recently.
If the Central accepts the Kelkar committee recommendations, it may not allow the state government to select the Amaravati development partner through the Swiss challenge method. A senior official said that the Centre would have as it was funding the construction of the capital.
