Incap capped, Capital Region Development Authority gets deal
Hyderabad: In the latest example for the inconsistent decisions of the AP government, the state has sanctioned Rs 90 crore to the AP Capital Region Development Authority for the construction of the temporary secretariat.
It has directed the CRDA to call tenders for both conventional and prefabricated systems with time of completion up to June, 30, 2016.
Exactly one year ago, the Infrastructure Corporation of AP called tenders for expression of interest for the same and at the same place and almost the same size.
The difference that the last time Incap invited the tenders and now it is CRDA that will call tenders. Incap wanted to construct the temporary secretariat on 5 lakh square feet and now CRDA will construct on 6 lakh square feet.
The CRDA project is estimated to cost Rs 300 crore. The government pay around Rs 150 crore by way of interest-free loan and CRDA will borrow the rest from Hudco with a re-payment period of 15 to 20 years at an interest rate of 10.65 per cent.
After construction, the space will be allotted to government departments on rental basis and lease amount will be paid to CRDA for repayment of loan.
The government said that tenders should be called for both conventional and prefabricated systems by giving time of completion up to June, 30, 2016 and at the time of evaluation of tenders whichever system is cheaper, the contract will be awarded to L-1 of that system, subject to obtaining necessary clearances and works undertaken in accordance with the rules and regulations with payments being managed through the data warehouse appliance system.
The government dropped the Incap project following criticism that it would be paying Rs 250 crore to construct temporary structures when it can continue in Hyderabad for 10 years.
But the government has now decided to shift the administration to the capital region by June, 1, 2016.
