Bengaluru: Misconduct complaint against DCP Abhishek Goyal for dress code violation in Australia

BENGALURU: In a major embarrassment to the IPS fraternity from the state, the National Police Academy (NPA) directors have slapped a notice and submitted a report against IPS officer Abhishek Goyal, DCP, City Armed Reserve (CAR), for his alleged misconduct during a foreign exposure study visit to Australia.

As per the copy of the report available with Deccan Chronicle, Mr Goyal (in pic) has been charged with violation of dress code, forcefully bringing his family members in the bus exclusively arranged for the participants due to insurance-related restrictions and for skipping some sessions of training.

Two faculty coordinators – S. Raveendran, deputy director, and Putta Vimaladitya, assistant director, who accompanied the participants – have submitted the joint report on Mr Goyal’s alleged misconduct.

“All omissions and behaviour exhibited by Mr Goyal, especially during the foreign exposure study visit clearly show an act of utmost indiscipline and insubordination. This has brought disrepute to the academy and IPS fraternity. Apart from indulging in an argument with NPA faculty, he did not evince interest in the sessions,” the report said. "The coordinators decided not to issue course completion certificate to the officer,” the report stated.

Despite repeated warnings, Mr Goyal continued with his alleged misconduct, which caused a loss to the government exchequer to the tune of '62,393. The cost of DA, insurance and travel expenses from Brisbane to Melbourne, including the accommodation for two nights, should be recovered from Mr Goyal and sent to NPA within 30 days from the date of issue of the letter, the report stated. In case of recovery not adhered to, it may be difficult for the academy to accept further nominations for Mid Career Training Programme, the coordinators warned.

“Mr Goyal has been charged with not complying with the dress code and wearing jeans, T-shirt and sports shoes for one of the sessions. He was also found irresponsible in his replies and came up with the unreasonable demand of exempting him from the last leg of the scheduled training at Melbourne. Despite warning, Mr Goyal chose to stay in Brisbane and missed a flight to Melbourne,” the report stated.

Mr Goyal told Deccan Chronicle that he had not received any letter or notice. “We have a dress code for everything. It is allowed to avail one or two days of leave during such foreign visits. These are all departmental issues and not for public consumption,” he said.

Study visit for SP-level officers

A Mid Career Training Programme (MCTP) for SP-level officers was conducted at the Academy from November 3 to November 27. It was followed by a one-week foreign exposure study visit to Australia from November 29 to December 4. In all, 68 participants attended the programme in Australia.
