Hyderabad: The AP government has inserted a provision to allot state-owned lands to any company on “freehold” basis in the AP Infrastructure Development Enabling Bill, 2015 that was passed by the Assembly on Monday. This provision gains significance in the wake of the Singapore government, which is likely to be the Amaravati development partner, requesting the AP government for 250 acres in the seed capital Amaravati to be allotted for free. In the past, the AP government told Singapore that the allotment of land free may lead to controversy.
In this backdrop, the AP government made some amendments in the AP Infrastructure Development Enabling Act. The main changes are in the allotment of land to private firms.
The current Act allows the government to lease land to any private firm for 33 years. The Bill passed on Monday incorporates three categories of allotment of state-owned land to private firms. The first provision is to allot the land for 99 years on lease. After expiry of the lease, the company should hand over the land to the government. The second provision is to allot land on “freehold” basis.
The third provision is that the government can allot the land at concessional rates on outright sale or any other method. The state government had earlier discussed with Singapore the development of the capital, and the island nation had come up with two proposals: allotment of 3,000 acres on freehold and allotment of 250 acres of seed capital land for free. The AP government has discussed the proposals made by Singapore and said that the allotment of 250 acres free may lead to a controversy. The new provisions in the AP Infrastructure Development Enabling Bill will help Singapore get the capital land on freehold. Senior officials said that the changes in the Act may fulfil the requirements of the Singapore government to be Amaravati development partner.
Naidu, TD men Greet birthday boy Jagan:
Chief Minister N. Chandrababu Naidu greeted Opposition leader Mr Y.S. Jagan Mohan Reddy on his birthday on Monday. Before the start of regular business in the Assembly, Mr Naidu walked up to Mr Reddy and shook his hands and extended birthday wishes as other members looked on.
Speaker Kodela Siva Prasada Rao and ministers too greeted Mr Reddy in the house. The gesture was interesting as since the beginning of the Winter Session on December 17, a war-like situation has prevailed in the Assembly between the ruling and opposition parties. Allegations and counter allegations even led to the suspension of YSR Congress MLA R.K. Roja from the House for one year.
