High Court to hear plea on division of varsity staff

The governments have to enter into an agreement for division staff.
Hyderabad: A division bench, comprising Acting Chief Justice Dilip B. Bhosale and Justice S.V. Bhatt of the Hyderabad High Court on Wednesday agreed to hear on Thursday petitions pertaining to a fresh controversy with regard to division of employees between AP and TS. Dr YSR Horticultural University, AP, represented by its registrar, and several employees of the Sri Konda Laxman Horticultural University, TS, challenged the decision of the latter to allot 33 employees, including 27 assistant professors and six non-teaching staff to the former as part of the division of staff.
The petitioners told the court that after allotting the 33 employees to AP; the university passed order on November 26, 2015 relieving them from their posts. They contended that as per Section 75 of the AP Reorganisation Act 2014, in respect of the institutions specified in the 10th Schedule of the Act, located in that state, continue to provide facilities to people of the other state which shall not, in any respect, be less favorable to such people than what were being provided to them before the appointed day.
In the meantime, both the governments have to enter into an agreement for division staff, assets and liabilities, within a period of one year from the appointed day or, if no agreement is reached within the said period, then it is the Centre to pass orders for the division of the institution. They said that till date there was no division of the assets and liabilities and unless and until this is done, the varsity has no power to divide its staff. When the petitions come up for hearing, TS advocate-general asked the bench to adjourned the case to Thursday.
