New China guidelines for prevention of cross border terrorism

China has stepped up border controls to prevent infiltration of militants.

Beijing: China has formulated national anti-terror guidelines which include prevention of cross border terrorism in the volatile Xinjiang province, eliminating religious extremism and improving command and control of security forces to fight militant organisations.

Announcing nine guidelines at an anti-terrorism work conference in Urumqi, capital of northwestern Xinjiang which is witnessing major attacks by the East Turkestan Islamic Movement (ETIM), China's security chief Meng Jianzh said they are aimed at coping with changes and trends in the fight against terrorism at home and abroad.

The guidelines include strengthening the nationwide terrorist intelligence-sharing system, destruction of audio and video material related to terrorism and violence being spread through online, strengthen border controls to prevent overseas terrorists entering China and elimination of religious extremism.

Xinjiang borders Pakistan-occupied Kashmir (PoK) and Afghanistan. China in recent years has stepped up border controls to prevent infiltration of militants to their bases in Pakistan's tribal areas.

The Pakistan army has conducted a major operation in recent months to destroy terror bases. Meng also called for promotion of successful practices to educate and transform terrorist offenders by using authentic religious doctrines, improving the emergency command system and enhance coordination among different units of the public security forces and other forces to maintain social stability.

He also highlighted enhancing anti-terrorism measures relating to railways, aviation, other public transportation and postal networks, conducting research to determine weak links in anti-terrorism work and strengthening cooperation with international anti-terrorism bodies.

Meng said China is closely integrating its efforts with the international battle against terrorism after an increasing number of domestic attacks were plotted overseas on the internet.
