Stamp duty rule troubles owners of motor vehicles

The revenue department issued orders on mandatory stamp duty on November 26.
Hyderabad: Lack of coordination between the revenue, stamps and registrations and transport departments in implementing the “mandatory 0.5 per cent stamp duty payment” rule has been troubling motorists coming for registration of vehicles. The revenue department issued orders on mandatory stamp duty on November 26 all of a sudden. However, the officials and staff of stamps and registration department and transport department are not aware about the implementation procedure.
With this, the staff in these departments are failing to explain to motorists, who come for registration about the documents that have to be submitted for the purpose. They are simply sending back the motorists without doing registration and asking them to come back again since they have no clarity on this issue. The staff at stamps and registration department are doing the same saying that they have no clarity and are asking motorists to come again after a week or so when clear guidelines will be issued in this regard. As per the new norm, motorists have to submit hypothecation, mortgage, lease and hire purchase agreement with 0.5 per cent stamp duty for permanent registration.
The RTA is refusing to register vehicles if they fail to furnish this agreement. Most motorists purchase vehicles by taking bank loans and it has become very difficult for motorists to secure hypothecation agreement from banks, which are delaying it on the ground that their headquarters are located in other metro cities and they need to get approval from them. Hyderabad joint transport commissioner T. Raghunath said that the stamps and registration department has to make necessary arrangements to create awareness among people on vehicle stamp duty by setting up banners and set up special counters for the sale of the prescribed stamps.
"These are teething problems and they can be overcome if stamps and registration department makes some arrangements in its offices. We have already communicated them in this regard. Vehicle stamp duty norm is not a new one. It's already there since long ago in the Act but was not implemented. Now that the government wants its strict implementation, we are insisting on it. We will not do vehicle registrations till stamp duty is paid and agreement copy is submitted at RTA offices." he said.
