Police force lacks sufficient personnel, says TP Senkumar
KOCHI: The police force in the state will not be in a position to undertake fresh assignments without a sharp increase in the number of police personal, DGP T.P. Senkumar said.
Inaugurating a seminar on ‘Reforming police in Kerala,’ he said that the police force in the state was having a ‘hand-to-mouth existence’ in terms of numbers.
Reform in the existing rules and regulations was the first requirement, he said. “If I had the power to make laws I would have changed many of the existing rules”, he said.
Out of the 56,633 police officials in the state, 14,000 are deployed on various project-related assignments, he said highlighting the severe human resources shortage faced by the police.
The people, liberal in praising the Central Bureau of Investigation, however, are not aware of the job burden of an average circle inspector in Kerala police, he pointed out.
A CBI inspector on an average handles a maximum of two or three cases in a year compared with 120 cases by a circle inspector in the state police, he said.
The dedication shown by the police officials in registering the cases was the reason for the impression of high crime rates in Kerala. In most other states police are known for not registering cases despite a high number of crimes, he said. He also criticised what he described as one-sided emphasis on human rights by certain individuals and organisations.
