E-Panchayat system runs into teething problems in Khammam

Lack of commitment and dedication turned out to be a problem

Khammam: The government’s plan to convert all panchayats into e-panchayats by providing comprehensive software solutions is facing teething problems.

Though the government installed computers in 369 panchayats in the first phase these systems were not connected online. The services offered are birth and death registrations which include capturing of event details, name inclusion, non-availability certificates, registration of events, issuance of certificates, Aasara pensions and other statistics. The benefits are improved citizen services, better transparency, streamlining of procedures and monitoring of revenue and services.

The 671 panchayats in 41 mandals in the district were divided as 377 clusters and computers have been given to the 369 panchayats. The computer includes one printer and inverter. The computers in 105 panchayats were kept idle with a layer of dust.

Getting broadband connection is a problem for the panchayats. The computers in 12 mandal development offices, which were given to extension officers in mandal development office, were also non-functioning due to the vacancies of extension officer posts.

About 225 panchayats in Khammam division, 31 in Bhadrachalam and 113 in Kothagudem were selected for e-panchayats in the first phase. The delay in appointing computer operators is also a bottleneck to kick-start the e-panchayat system. The issuing of different certificates will be speeded up in e-panchayat and the every transaction will be connected to the state server. Irregularities in pensions and other welfare schemes will be reduced with the system. P. Sankar Rao, panchayat raj official said that the transparency level in all the transactions will be 100 per cent in the e-panchayat Mission Mode Project. Lack of commitment and dedication turned out to be a problem for the MMP.
