Promoter sought to hold circus at Palace Grounds

Bengaluru: The Karnataka High Court on Monday dismissed an appeal by A.K. Premnath, the promoter of Gemini and Jumbo Circus, seeking permission to organise circus in a portion of Palace Grounds in Bengaluru. He had appealed against a single bench order dismissing his plea challenging the validity of the guidelines framed by the state government for according permission to conduct functions at the grounds. The events here can be held only for three days at a stretch.
Mr Premnath had also sought quashing of the August 8, 2014 order where his application for organising circus at the grounds had been rejected. In the appeal, he had attached a letter dated Apri 12, 2012 to Srikantadatta Narasimharaja Wadiyar requesting him to move the state government for necessary permission to organise circus at the grounds, and Mr Wadiyar had submitted an application. But the DPAR secretary had orally informed Mr Premnath that permission will not be granted at the grounds for any commercial activity.
The division bench on Monday dismissed the appeal following the stat government’s submission that the roads around the Palace Grounds are congested, and are not in a position to take additional traffic. The advocate for the circus promoter argued that the new guidelines fixing the period of each programme to three days and not including circus in the permissible programme is arbitrary and unreasonable.
