Karnataka: Minister of State rank for 10 parliamentary secretaries

But they would have no powers such as issuing any orders or circulars
BENGALURU: Ten parliamentary secretaries were sworn in by Chief Minister Siddaramaiah here on Saturday.
Mr Siddaramaiah directed that all ten parliamentary secretaries be accorded minister of state rank, but they would have no powers such as issuing any orders or circulars because they would function under a cabinet minister.
Mr K. Govindaraj, MLC, would report to the Chief Minister, while Vijayapura Nagara MLA Makbul S Bagawan would work under urban development minister, Vinay Kumar Sorake. Nagthana MLA Raju Alaguru would be attached to Housing minister M. H. Ambareesh; Chincholi MLA Dr Umesh G. Jadhav will be reporting to Health and Family Welfare minister, U. T. Khader; Sirahatti MLA R. S. Doddamani would be attached to irrigation minister M B Patil; Kundagol MLA C S Shivalli would report to social welfare finister, H. Anjaneya; Puttur MLA Shakuntala Shetty would work with women and child development minister Umashree; Chamarajnagar MLA C Puttarangashetty would work with RDPR minister H. K. Patil; Hunsur MLA H P Manjunatha would be attached to Industries minister R V Deshpande and Sanduru MLA E Tukaram would report to PWD minister Dr H C. Mahadevappa.
Speaking to reporters after administrating the oath, Mr Siddaramaiah said, “Appointing parliamentary secretaries is a system existing since 1963. In Punjab, 26 MLAs have been appointed as parliamentary secretaries while in Delhi there are 21 MLAs who work in similar capacity. Ministers had been given free hand to decide what kind of responsibilities to be given to respective secretaries.”
He added that appointment of parliamentary secretaries will help the state government to work even more actively.
HD Deve Gowda scoffs at Siddaramaiah
JD(S) patriarch H.D. Deve Gowda on Saturday ridiculed CM Siddaramaiah for appointing ten parliamentary secretaries.
Mr Gowda took up the issue when reporters asked him about differences among JD leaders. “He (Mr Siddaramaiah) has a full-fledged establishment. I want to ask how the Congress high command approved these appointments. This was done only to appease disgruntled MLAs (who could not make it to the cabinet).” he, however, admitted about differences among his party leaders, adding “Which party does not have? I spoke to Cheluvarayaswamy, Balakrishna and Zameer Ahmed Khan to sort out the issue.”
