Hyderabad: The AP ACB has submitted a report to Chief Minister N. Chandrababu Naidu on major avenues of corruption. The ACB report says that departments like panchayat raj, municipal administration, energy, stamps and registration and housing departments are major avenues of corruption.
In a recent survey carried out by the AP planning department 75 per cent of the respondents told about the corruption in government. On Sunday, participating in a program Mr Naidu said that he won’t spare any government employee indulging in corruption and warned of suspension on the spot.
The ACB listed avenues in each department where employees demand bribes. In the Land Revenue department bribes are collected for processing pattadar pass books and for issue of Pahanies, change of names in Pahanies and in record of rights (ROR).
In the housing department officials demand bribe for the release of installments of bills under Indira Awas Yojana scheme and for handing over of sanction proceedings and documents. In the registration and stamps department bribes are collected for delivering documents, certified copies of documents, issue of encumbrance certificate and to process registration of sale deeds.
In the municipal administration department brobes are usually collected for approving building plans, assessing property tax, sanctioning water connection and for issue and renewal of trade licences. In the panchayat raj department bribes are demanded for handing over site patta, pattadar pass book and title deeds and to make entries and forward M Book for bills.
In the home department the police demand bribes for helping the complainant file evidence in his favour, to file charge sheet, to issue FIR, inquest report and return seized articles, to help the accused and not to register cases. In the electricity department bribes are collected for issuing meters, install transformers and to give connections.
The ACB said that during surprise checks at commercial tax check posts they found collection of bribes from drivers of vehicles using private individuals. ACB said they also found unaccounted cash and shortage in cash due to government, non-maintenance of registers and improper checking leading to loss of revenue. ACB said when they made surprise checks at social welfare and tribal welfare hostels they found boarders strength inflated, shortage of provisions and unauthorised purchase of provisions.
