New Delhi: The Supreme Court on Wednesday expressed displeasure over the paucity of teachers in Telangana and directed the state government to commence the process of appointment of teachers in primary schools within three weeks.
“This is a state of absolute ad hocism and uncertainity. We can’t understand as to why there are no teachers at schools in the villages... we are compelled to comment. If we feel something and don’t say anything, then it would be hypocritical,” a bench of Justices Dipak Misra and P.C. Pant said after perusing an affidavit filed by the Telangana chief secretary.
The court voiced dissatisfaction over the affidavit and said it referred to “many aspects which have nothing to do with our previous orders.”
The bench said it was obligatory on the part of the state to see that teachers are appointed and proper education is imparted to students.
Stating that an educational institution becomes dysfunctional in the absence of educators, the bench said that teachers working on ad hoc basis can also participate in the selection process for teachers.
It fixed the matter for next hearing on December 8 when it will examine the issue with regard to functioning of toilets in schools.
The court had on October 8 directed the chief secretary to file an affidavit with respect to appointment of teachers in the state.
It had also asked the AP chief secretary to file an affidavit pertaining to salary component and the functioning of toilets in the schools.
