Clean Telangana: Red and Green bins to change city’s face

About 2,500 trippers have also been ordered by the state

Hyderabad: The city’s garbage collection system will soon see an overhaul as GHMC will begin distributing 44 lakh green and red bins to each household for home segregation.

However, the disposal system has not changed. About 2,500 trippers will collect waste from each house and dump it at the temporary dumping yard from where it will be taken to Jawaharnagar. The GHMC has allowed the tripper drivers to segregate and take away non-biodegradable material.

Residents will no longer have to dump waste in street garbage bins, unless the collection staffs do not turn up. However, street bins will be placed on main roads for commercial establishments. The two-bin policy is mainly for domestic waste collection, while for hotels and other commercial outlets garbage trucks will collect the waste as usual. The green bin is for biodegradable waste and the red in for the non-recyclable waste.

Along with the two-bin policy, the government has also ordered 2,500 trippers (auto trolleys) to lift garbage from various localities. Each trolley will be given to interested persons (with driving licenses) under the Driver-cum-Owner program of GHMC.

The driver will be allotted 600-800 houses and will also be given the authority to collect garbage fees from every household per month (GHMC is yet to decide on the garbage fee).

A Health and Sanitation official of GHMC said, “These trolleys can accommodate 2 cubic meter of garbage each (both wet and dry) and also have separators dividing the waste. After collection, the trolleys will be covered so that waste does not slip out. The Chief Minister had asked the GHMC to get these 2,500 auto trippers painted green, a total budget of Rs 100 crore was allotted (each vehicle cost Rs 3.88 lakh). Each tipper will be allocated a certain colony, after which the garbage will be dumped at the four dumping yards (Yousufguda, Lower Tank Bund, Ashok Nagar, Kukatpally and Salar Jung). Further, the waste will be transported to Jawahar Nagar.”

Telangana may scrap Ramky pact

The government is thinking of scrapping the agreement between the GHMC and Ramky for setting up an integrated solid waste management project aimed at scientific disposal of solid waste.

The government, however, will have to pay huge compensation to the company if the deal is cancelled.

The government will also set up a unit to generate power on the outskirts. The government wants GHMC to take over garbage disposal from Ramky.

To this effect, the GHMC will procure 25,000 additional rickshaws to improve the collection process.

The GHMC plans to utilise the 4,000 metric tonne of waste generated per day in the city for power production.

The Swachh Hyderabad team in July had visited the RDF power plant in Bibi Nagar mandal of Nalgonda district.

The plant has the capacity to produce 12 MW power from 1 metric tonne waste of garbage. The team will decide whether to upgrade the plant’s capacity or to build four new plants around the city to use day-to-day garbage.

K. Keshav Rao, Rajya Sabha member stated: “None of the public representatives are happy with Ramky’s job. The state government will first streamline collection and transportation of garbage. The government had earlier entered into an agreement with Ramky only for disposal, which is being done in a very unscientific manner. It is a private operator, however, one should have social responsibility. The GHMC unions are highly opposed to the Ramky contract. The state government will first study the MoU in force, check the legalities.”

Ramky was served a notice by the Pollution Control Board in 2014 for multiple violations of environmental laws and causing health hazards after the TSPCB examined the dumping site.
