State government dissolves Goseva Ayoga
The BJP government had set up the Commission called Goseva Ayoga
Bengaluru: The state government on Wednesday joined the row against over the beef ban and protection of cows by dissolving the Goseva Ayoga set up by the previous BJP government and repealing its constitution.
The BJP government had set up the Commission called Goseva Ayoga and had brought in a legislation called Karnataka Prevention of Cow Slaughter and Cattle Prevention (Constitution of Goseva Ayoga) Rules, 2012. Speaking to reporters after the Cabinet meeting, Law and Parliamentary Affairs Minister Mr T B Jayachandra said that there was no provision to set up such Commissions. Besides, when the Commission was being set up between 2006-2012, a minister had said that it was not necessary.
Since there was a section in Animal Welfare Board itself to look after the welfare of cattle, the Cabinet decided to dissolve the Ayoga.
The Cabinet also adopted the Land Acquisition Act 2013, which was passed by the earlier UPA government.
“Since the land acquisition ordinance of the present Union government has ceased to exist, the state government has accepted the Land Acquisition Act 2013, that was passed by UPA government, for which it had framed rules. Henceforth, land acquisition in the state would be as per the new Act,'' he said.
As per the 2013 Act, the State government cannot acquire land for any project, unless 70% of the land owners in the proposed area give their consent.
Besides, the government has to pay three times the market value of the land, irrespective of guidance value in the area.
If the proposed project fails to take off in five years after the acquisition, the land would be returned to the land losers.
