Visakhapatnam: The Union government is set to review the salaries and other all-owances of MPs every five years. The ministry of parliamentary affairs has decided to appoint a three-member independent Emoluments Commission to recommend salaries and other allowances for the MPs and the Agenda Notes of the two-day 17th All India Whips’ Conference, that had begun here on Tuesday, has given some insights into the setting up of the high-level committee.
“The central government will set up the Emoluments Commission, in consultation with Speaker of Lok Sabha and chairman of Rajya Sabha every five years or such earlier time. The government considers it expedient for determination of the salaries and allowances of the members of parliament,” said the Agenda Notes of the whips’ conference. The Emoluments Commission shall consist of a chief commissioner who shall be a person of eminence in the field of public affairs with knowledge of functioning of Parliament and also two more commissioners who will be experts in the field of finance, planning, law or public administration.
The central government will determine the status, terms of office, salary, allowances etc of the chief commissioner and commissioners of the emoluments commission. The selection of the chief commissioner and commissioners of the commission will be made by a selection committee comprising Speaker of Lok Sabha, Rajya Sabha chairman, Leader of Opposition or leader of the single largest political opposition party in Lok Sabha and the minister of parliamentary affairs.
The emoluments commission will submit its report to the government. However, the recommendations of the commission shall not be binding on the government. The central
government after considering the recommendations of the emoluments commission will make rules for determining the salary, allowances and other benefits admissible to the
members and pension and other benefits to ex members.
"We are not going to decide on the emoluments commission here at this conference. But the issue will be discussed during the two days meetings," said Parliamentary affairs
minister M. Venkaiah Naidu.

At present, as per Article 106 of the Constitution of India, salaries of MPs are
determined by the Act of 1954, amended from time to time.
The last revision in salary of MPs was made in 2010 and MPs presently get a basic
salary of Rs 50,000 per month. Daily allowance of Rs 2,000 for each day of attending
Parliament which has three sessions every year.
As per a comparative analysis of Members of Parliament in 37 developing and
developed countries, basic salary of MPs is in the range of Rs 7,952 in Tunisia to a high
of Rs 6,16,675 per month in Israel.
MPs in six countries like Tunisia, Venezuela, Sri Lanka, Nepal, Haiti and Panama are
drawing salary less than that of an Indian MPs.
