Hyderabad: The TS government has offered to take up with AP government mutual transfers of employees working in zonal and multi-zonal cadres. This is to enable natives of TS working in AP and vice versa to shift to their native states.
The TS government is under pressure from staff working in AP to bring them back to TS. Undivided AP had six zones — four in Seemandhra and two, Zones V and VI, in TS.
These zones were created following the Presidential Order of 1973, as per Article 371(D) of the Constitution, to provide equal job opportunities for all three districts.
In the zonal system, while filling district-level posts, 20 per cent are offered under the open merit quota. Merit candidates get 30 per cent of zonal cadre posts, and 40 per cent in multi-zonal cadre. For these posts, eligible candidate from anywhere in the state could apply.
Hundreds of candidates with Seemandhra nativity got jobs in TS and vice versa based on merit secured in various recruitment exams conducted in undivided AP.
However, after bifurcation, TS employees working in zones now in AP and AP employees working in zones in TS are willing to shift to their native states, but there is no provision to do so since the Kamalnathan committee appointed by the Centre was entrusted with the job of dividing only the state-cadre staff and not the zonal-level staff.
The TS government recently approached AP, proposing mutual transfer of such employees between the two states.
“We have prepared a list of 200 such TS employees working in AP who can seek mutual transfer with AP staff in the first phase and submitted it to the government. The TS government has written to AP seeking its cooperation in this exercise. The chief secretaries of both TS and AP are expected to meet this week to discuss this and take the process forward,” said V. Srinivas Goud, TS MLA.
