Telangana, Andhra Pradesh told to report on free seats to poor

PIL seeks direction to states
Hyderabad: The Hyderabad High Court on Tuesday directed the state governments of AP and Telangana to file affidavits by informing the court when they shall implement the provision which enables 25 per cent free seats to the children belonging to the weaker section and disadvantaged group, under the Right of Children to free and Compulsory Education Act, 2009.
A division bench comprising Acting Chief Justice Dilip B. Bhosale and Justice S.V. Bhatt was dealing with a PIL by Confederation of Voluntary Association an NGO and two others of the city seeking to direct the Telangana government to ensure that the unaided non-minority schools implement the Act, 2009 and provide 25 per cent seats to poor children.
Mr J. Ramachandra Rao, additional advocate general of Telan-gana told the court that the state government has been preparing the guidelines for the implementation of provision and the guidelines will be notified soon. Counsel appearing for the AP said that the government has notified the guidelines in the year 2011. While pointing out that mere preparation of guidelines will not serve any purpose, the bench grated time till October 13 to spell out their stance.
TS Inter Board demands Rs 343cr:
The TS government and its Board of Intermed-iate Education have approached the Hyderabad High Court seeking to direct the AP government to refund Rs 343 crore, apportioned and deposited in the name of AP Board of Intermediate Education.
The petitioners contended that Section 75 of the AP Reorganisation Act, 2014 does not provide any apportionment of assets and liabilities of 10th Schedule institutions like apportionment of assets and liabilities of companies and corporations or commercial entities listed under the 9th Sche-dule of the Act 6 of 2014.
They told the court that the then Secretary of the Board has apportioned the board funds in various banks to the tune of Rs 343.5 crore without any authority. When the matter came up for hearing on Tuesday, a division bench comprising Acting Chief Justice Dilip B. Bhosale and Justice S.V. Bhatt said that it would hear the case next week along with similar matters pending before it.
HC grants relief for Srinivasan:
In an interim order, the High Court on Tuesday granted exemption to India Cements managing director and former BCCI chairman N Srinivasan from appearing before the special CBI court here in the illegal investments case involving YSRCP president Y.S. Jagan Mohan Reddy.
The trial court posted the case to September 29 for further hearing.
Justice B. Siva Shankara Rao gave the interim order after Srinivasan sought to quash criminal proceedings initiated by CBI against him.
The CBI listed Srinivasan as the third accused in the case, charging him with making investments in three companies promoted by Jagan Mohan Reddy. Sreenivasan alle-gedly influenced Jagan’s father and the then chief minister YS Rajasekhar Reddy and got a 2.6 acre plot in Kadapa district.
He also got huge water allotments granted to India Cements. Senior counsel from Delhi, Ashok Bhan, appeared for CBI. He urged the court to grant time to respond to the contentions raised by the petitioner.
