Chennai: Justice R. Regupathi commission in its report concluded that the reason behind the Moulivakkam mishap is the total go by from the approved plan and the wayward fashion of construction activity at every stage by the builder and his architect associates. The report read, “planned deviation perpetrated by a set of deviated mind and the construction activities proceeded at their behest in a wrong track with a view to somehow derive huge profits as the cause behind the collapse. Thirty-seven columns have been erected as against 46 columns approved in the plan. Of 37 columns the assessed load over 22 columns has exceeded the ultimate capacity of the column. For large multi-storey building projects there must be a design basis report (DBR) giving details on safety margins complying with requirements and this had not been complied.
The concrete used does not seem to have enough coarse aggregate of size 20mm and the web reinforcement is not as per ISI standards, the report said.
SPECIAL SQUAD
The commission also suggested constitution of a “special squad” to monitor mega construction projects. Many similar constructions continue without any check. The committee suggested that a special squad may immediately be formed to check primarily all mega projects in and around the city limits so that recurrence of any bad happening can be immediately stopped, the report added.
