Maintain, upgrade Anna library, Madras High Court directs government

Chennai: The Madras high court has directed the state government to maintain and upgrade the Anna Centenary Library at Kotturpuram here. A division bench comprising Chief Justice Sanjay Kishan Kaul and Justice T. S. Sivagnanam gave the directive while disposing of a petition from a retired teacher V. Manonmani, challenging the November 2, 2011 GO, which sought to shift the library and make it part of Knowledge Park.
In July, Manonmani filed another petition alleging deliberate attempts to stifle the facility. Petitioner’s senior counsel P. Wilson submitted that a large number of books went missing and amenities such as elevators and air conditioners were not functioning in the library.
In July last week, the Bench deputed two member commission comprising advocates P. T. Asha and M. Sundar to inspect the library and file a report. Accordingly, they filed a 160 page report on Monday.
After perusing the report, the bench in its order said, “We really appreciate the work done by the commission in submitting an exhaustive report for all aspects of deficiency. We may note that the problem is not so aggravated as we initially perceived, but it is the case of lack of regular maintenance and upgradation, a task not difficult for the government to perform. If a state of the art library is made, the duty of the government does not end with creating it, but to see that it maintains itself and there is regular upgradation. Though finances in such a situation is not a problem for the state, the commission also suggested very practical methods which can assist in generating revenue for the library itself to be self sufficient”.
The bench said on a perusal of the report, it had no hesitation in directing the authorities to implement all recommendations in a time bound manner. It listed the matter for compliance on September 15, C.N.Annadurai’s birth anniversary.
