Kerala security panel remains a scarecrow

The report of the committee should be submitted to the Assembly

THIRUVANANTHAPURAM: The State Security Commission constituted to suggest steps to improve policing remains as a scare crow though there are serious concerns over the functioning of the state police.

Set up as per the Kerala Police Act- 2011, the commission is headed by the Home Minister and comprises the Opposition Leader, other officials and experts. It is supposed to meet every year, evaluate the policing and suggest corrective measures. The report of the committee should be submitted to the Assembly.

The committee has so far met only twice for namesake. It did not undertake any serious evaluation of the police functioning or table any report in the Assembly.

“Little effort has been made by the government or the Opposition Leader to convene the State Security Commission. Many such effective mechanisms are brought in by our legislators, but not used properly,” a member of the commission told DC.

The law minister, a retired High Court judge, chief secretary, home secretary, state police chief and three experts are the other members of the SSC. Retired justice K.P.Balachandran, former DGP Hormis Tharakan, advocates Celin Wilfred and M.P.Govindan Nair were nominated to the commission.

Framing general policy guidelines for the police, issuing directives in crime prevention and time-to-time evaluation were among the responsibilities of the commission.
