Work on Universities Bill expedited
Bill is pending for over a year
Hyderabad: After a delay of nearly a year talking about preparing a new Universities Act, the TRS government has suddenly speeded up the process of bringing in reforms in varsities by drafting the new Telangana State Universities Bill.
The TRS government has hastened the process of enacting the new legislation after reports about the possibility of Governor E.S.L. Narasimhan being relieved of his responsibilities soon. It is learnt the government wants to make sure the matter is closed before the new NDA appointed Governor takes charge.
Chief Minister K. Chandrasekhar Rao said on Tuesday that the Governor shouldn’t be the chancellor of state universities and instead, the government would appoint an eminent person. He had called a review meeting on the issue on Tuesday and another meeting is scheduled for Thursday to draft TS Universities Bill.
Before enacting the Bill, the Governor can refer the Bill or the ordinance to the President for the latter’s consideration which is in effect the consideration of the NDA government. And the TRS government doesn’t want any glitches in the way and wants the reforms process to be smooth and KCR is confident that will happen with Governor Narasimhan in charge. By convention, almost all universities have the Governor as the ex-officio chancellor. Only a few universities have gone against this practice.
Officials in the Telangana State Council of Higher Education (TSCHE) said the move would attract the attention of the Centre. However, a former vice chancellor said, “There is no law saying the Governor should be the chancellor. Whatever is written in the Universities Act is the rule.”
Former CM N.T. Rama Rao had installed himself as the chancellor of the University of Health Sciences and Telugu University, but had to give away powers to the Governor. Some varsities do have individuals as chancellors other than Governor like Damodar Sanjeevaiah Law University.
