Hyderabad High Court nod for counselling of Eamcet for admissions into engineering colleges

Court orders provisional affiliation, fresh inspections
Hyderabad: A division bench comprising acting Chief Justice Dilip B. Bhosale and Justice S.V. Bhatt of the Hyderabad High Court on Wednesday upheld the order of the single judge and paved the way for counselling of Eamcet for admissions into engineering colleges in Telangana.
The bench granted an interim direction, modifying the single judge’s order regarding conducting inspections of private engineering colleges while hearing about 110 appeals moved by Mr V. Ramachandra Goud, stan-ding counsel for the JNTU-H, seeking a stay on the single judge’s order.
Appearing for the JNTU, Advocate-General K. Ramakrishna Reddy opposed the single judge order stating that all the private colleges whose affiliations were rejected were not even maintaining basic facilites
Earlier a single judge had directed the JNTU-H to grant provisional affiliations to colleges that had been operational for the past three years and to include the petitioner college for EAMCET counseling process for the academic year 2015-16.
The judge had directed the regional centre of the AICTE to undertake verification of deficiencies pointed out by the JNTU and pending the decision, to include the institutions in Web counselling.
Several managements had moved the court seeking to declare the proceedings issued on June 28, 2015, by JNTU of not granting affiliation for the entire intake capacity and courses sanctioned by AICTE in its approval for academic year 2015-16 as unconstitutional.
While making it clear that it was open for the JNTU to commence counselling as directed by the single judge, the bench directed the All India Council for Technical Education to constitute 25 committees to carry out inspections of 100 colleges and submit their reports before August 1.
The bench directed the respondent colleges to pay Rs 2 lakh each as inspection fee and stated that the committees would give 48-hour notice before carrying out inspections. The committees should not wait for the inspection fee to be deposited to carry out the inspections.
The bench ordered that if any respondent college decides to withdraw the courses from affiliation before commencement of the admission process, they should inform the same to the JNTU by 10.30 am on July 16.
JNTU would have to accommodate those students who took admission into such colleges in the event of rejection of final approval. It directed that inspection of minority colleges should not take place before July 20.
The inspection teams will have to submit their reports in a sealed cover within three days of inspection.
