Chennai: The Madras high court has directed the Bar Council of India to carry out surprise inspection at Dr Ambedkar Law College, Tirupati, Andhra Pradesh, which was allegedly operating an illegal admission center from Chennai. A Division Bench comprising Chief Justice Sanjay Kishan Kaul and Justice T. S. Sivagnanam also ordered notice to the State Government, Dr Ambedkar Law University in Chennai, BCI, Bar Council of Tamil Nadu and Dr Ambedkar law College, Tirupati, on a PIL from advocate K Ashok Chakkravarthy.
The Bench said that on examining the petition, it was inclined to issue notice on two aspects alone. The lack of adequate teaching staff and administrative staff in respect of Dr Ambedkar Law University and the allegation regarding Dr Ambedkar Law College, Tirupati, which would require to be looked into by BCI. A. P. Suryaprakasam, petitioner’s counsel, submitted that Dr Ambedkar Law University was now constructing a new building at its Taramani complex.
Only 70 percent of the works were over. He came to know that PWD officials made it clear that it would take another six months for them to complete the works. However, the Vice Chancellor was contemplating to inaugurate the new building on July 15 and shift the University in a hurry which will result in unnecessary physical and mental agony to students. Moreover, faculty members were not appointed for all the posts, he added.
Suryaprakasam further alleged that Dr Ambedkar Law College, Tirupati, was illegally operating admission centre from Chennai and spoiling the legal education by openly inducing unqualified and undesirable elements to join their college with an assurance that there was no need to attend classes to secure a law degree which resulted in more than 10,000 persons getting enrolled as advocates and majority of them did not clear the mandatory enrolment examination of BCI but still practising as advocates in various courts in Tamil Nadu , he added.
