Bureaucrats seek President’s help for ‘justice’ in cadre allocation

Telangana State Secretariat Association sought justice for TS employees
Hyderabad: Members of the Telangana State Secretariat Association met President Pranab Mukherjee at Rashtrapati Nilayam on Sunday and sought justice for TS employees in the bifurcation of employees between Telangana and AP.
They urged the President to ensure that the total strength of the State cadre, the Secretariat, HoDs and state level offices / institutions, should be allocated between AP and TS in the ratio of 13:10 — the number of districts in the states — instead of the population ratio of 58:42.
They told Mr Mukherjee that the existing method was benefiting AP employees as more they are securing top jobs, thus denying promotions to existing TS employees besides denying jobs to TS youth through direct recruitment to vacancies.
“Article 371-D enforced in undivided AP emphasises providing equitable opportunities for people belonging to different parts of the state in government jobs. But the Presidential Order, 1975, does not reflect the true spirit of Article 371-D, since the posts in the Secretariat, HODs and state level offices/ institutions were kept outside the purview of the Presidential Order and thereby, the people of Telangana were deprived of getting employment in Secretariat, HoDs, State Level Offices etc. With this, majority of AP employees secured these jobs and they are now being allotted to TS in the bifurcation, citing shortage of such officers here,” said A. Padmachary, president of TSSA.
He submitted a petition to the President, urging him to ensure that allocation between TS and AP was made on the basis of the Presidential Order. No allocation should be made on the basis of option. However, the employees who were selected under non-local category, may be given the opportunity to opt for transfer opt for transfer to their respective states, stated the petition.
