Anticipatory bail plea of IAS officer dismissed

The case is relating to alleged cheating of a doctor to the tune Rs 50 lakh
Chennai: The Madras high court has dismissed anticipatory bail petitions filed by V. Mohanraj, IAS, deputy secretary, transport department, and Selvakumar, who apprehended arrest in connection with a case relating to alleged cheating of a doctor to the tune Rs 50 lakh on the promise of getting an MBBS seat for his daughter in a private college in 2013.
Dismissing the petitions, Justice R. Subbiah said, “Considering the facts and circumstances of the case and taking note of the fact that the matter is pending for a long time, I am of
the opinion that it is not a fit case to grant anticipatory bail to the petitioners. Further, as contended by the government advocate, since investigation is at initial stage, if the petitioners/accused are granted anticipatory bail, it would hamper investigation. Hence, I am not inclined to grant anticipatory bail to the petitioners”.
Dr M. A. Nizar Ahammed lodged a police complaint stating that he wanted to get a medical seat for his daughter in a private college. While so, Mohanraj and Selvakumar assured him that they would get an MBBS seat and received '50 lakh from him from July 2013 onwards.
As nothing was done by them, he asked them to repay the amount and the accused issued two cheques for Rs 25 lakh each. But when the cheques were presented for payment, they were returned citing insufficient funds. After an FIR was registered, Mohanraj and Selvakumar filed the present anticipatory bail petitions.
