HYDERABAD: As per the notification by both states, Residence Certificate of either of parents in TS for 10 years in case of non-local candidates has to be produced to participate in Eamcet counselling. There is, however, ambiguity over who is a “non-local”.
AP students are non-locals in TS and vice versa. However, APSCHE chairman L. Venugopal Reddy said that this norm is applicable only to students from states other than AP and TS. TSCHE officials too concurred. But, this is not evident from the notifications issued. Previous notifications issued by the APSCHE in erstwhile Andhra Pradesh had no mention of Residence Certificates.
Engineering college managements are also surprised by the requirement of this certificate. “Earlier, though Eamcet was one, AP students were non locals here and so were other states’ students. But such a Residence Certificate was never asked for. It is very surprising,” an owner of an engineering college said.
Deputy CM Kadiam Srihari had earlier said that AP would be treated just like any other state in the country.
The AP Reorganisation Act provides for common admissions in the two states for 10 years and Article 371D is also in force. The Article provides for 15 per cent open quota to students from AP and TS.
Meanwhile, certificate verification for the TS Eamcet Engineering stream will continue, as earlier scheduled, from June 18 till June 23 in about 20 Helpline centres across Telangana.
In its interim order, the Hyderabad HC on Friday suggested that web counselling could be held from July 6. In the notification issued on Friday, the government, however, stated that the schedule for entry of Web options would be announced later.
TS Eamcet qualified students from AP are required to come to the Helpline centres in TS districts for verification of their certificates. The nearest Helpline centre is in Nalgonda.
